I would like to install headers and dual exhaust on my 1995 GMC Sierra 2WD
350. I've been told this will hinder my performance, gas mileage and
power.
Any truth to this or will this installation actually improve these things?

In theory, it will improve efficiency.  But in
practice, you find that masshing the throttle is so
much fun, that it costs you fuel.
Also, consider the cost:benifit ratio.  How much
will the install cost, and how much fuel will you save?
And then figure out how many miles you have to drive
to break even.
