88 Chevy k1500 egr problem

i have a 1500 truck with a 305 v8. I get a rought idle unless i unhook the
egr? Any ideas?

EGR is supposed to be disabled at a idle, There is a solenoid in
circuit that blocks vacum then. It is either bad or missing.

check the operation of the egr valve with a vacumn pump, i think there is a
hole in the diaphram inside of the egr valve.
