Is there a way to modify/adjust the fog light wiring so I can run my fog
lights without the headlights?

Currently the only way to use fog lights is if the headlights are on and of
course the fog lights go out if high beam is selected.

this is easily done but illegal in Canada. I don't know about the US laws.

find the wiring harness that goes into the fuse box for your fog lights.
One wire in the clip that goes from that wiring harness to the steering
column needs to be capped.  Do you know how to use a voltage tester?  find
the lead from the clip that turns on whenever you have your hibeams on and
cap that wire.  That is why i did on mine.  it is different if you
purchase aftermarket fogs.  hope that helps it has been a year since i
have done it
