Most Honda headlights adjust with a Phillips screwdriver inserted in a hole
in the rad support. Inside the hole is a square funnel, and a small gear is
inside that which engages the screwdriver.
Your HIDs might adjust differently, but I don't know for certain. It's
worth looking for that hole. It's about 3/8" in diameter.
Also, it appears that American-market headlights without the three little
glass tits cannot be adjusted sideways, only up and down. This is an NHTSA
diktat. God only knows their reasoning.

Thanks for the information. I found what you were describing on top of the
plastic covers used inside the hood to cover the engine and surroundings.
There is a hole in the covers on each side (one for each light), and a
little diagram next to it, showing the direction to turn to go up or down.
