Where can I get shop rates?

Does anyone know where I can get the standardized shop rates (aka book
rate and flat rate) that dealers use to determine how long a job should
take. Is it available for free on the internet or in some book that is
available to the public?

Your local library may have a set of Mitchell auto service manuals. One
volume is an estimator.
