Check engine code - Help

My 1999 Acura TL check engine light on, with an error code p0401, which
translates into "EGR flow insufficient detected"

Any guru knows what it means, and how/where to fix this problem. TIA

It means exactly what the description says it means.

The cause is carbon buildup choking off the passages in the EGR system,
resulting in impeded gas flow. The cure is to get rid of the carbon. It's
an involved and labor-intensive procedure.
