Front bulk-head mounting bolt torque

Does anybody know what the approximate torque for the 12 MM front bulk-
head mounting bolts would be for a four door 92 Acura Legend?  The
bulkhead is the horizontal member that attaches to the front end of
the frame where the bumper cover is attached to.

I do believe you mean the bumper reinforcing bar mounting bolts.

Are you referring to the four bolts that become visible when the signal
lamps are removed from the bumper? If so, these are tightened to 16 ft lbs,
or "nice and snug", whichever is easier. I don't think I've ever personally
measured the torque on those bolts, myself.
