Yes, if you find someone who knows their stuff.
I've spoken to a few of 'em about keys for the Passat (similar key, but
VW hold the security codes on a server in the Fatherland) - they
actually wanted more money than the dealer did. However, with an Alfa
that doesn't have a code then I think it's your only option.

I had the same situation.
Went to Alfa dealer, ordered an extra key and a code card (with a fresh
code).
It costs cca 70 ?, takes 5 days to get from Italy.
After it came, the dear sir in the dealer's workshop entered the new code
into the car and both keys and now I have a brand new key and the old one as
a replacement.
That's it.
And if it's Generation 3 code, it's not so simple that a locksmith does the
copy.
