You need to drop the fuel tank from under the car - there's no way to
access the fuel pump (inside the fuel tank) from inside the car.

There are two large straps that hold the tank in place, and about 3-4
hoses.

if the gas gauge always shows full then it is probably missing the
ground on the sending unit in the tank......you can repair that while
replacing the fuel pump

Change to fuel pump - remove all wires and hoses from the fuel tank,
drop the fuel tank,   undo the lock ring,  pull out the pump.  Then at
the same time clean and repair any wiring problems and make sure the
ground wire is actually grounding.  A bit of dielectric grease on all
connections helps keep them clean, water resistant and tight.

I am having the exact same problem with my 85 Fiero.  The fuel pump
won’t run and the car won’t start..  The gas gauge shows full although
it is not.  I replaced the fuel pump, so that is not the problem.  Let
me know if you find a solution.  Thanks
