Yes, you will have to remove the panel, unless you're talking about a pre
1982, or post 2005 Pajero.

Had mine ripped off about 3 days ago too! Taking the panel off sounds like a
pain in the arse! I tried taking off the plastic skirt type thing under the
fender, but it's help on with those plastic expanda bolt plug type
thingamajigs. Couldn't even rip them out!
