Took delivery of a 2005 Kia Rio just recently for $17990 "No more to
pay". Went back to the dealer to buy a weathershield. While walking
through the yard, I saw two, 2003 Kia Rio (Manual) with low mileage for
$16990. What exactly is their strategy when you look at the price of the
new and used vehicle??. Its obvious you are better off getting the
latest model for only $1000.00 more. Its got me beat.

Only a fool would buy the ticket price.
You would get the 2003 one for $10,000 or less.

First, the price ticket on used cars in the dealers lot include
negotiation room, so buyers can think they got a good deal. When you
have a drive away deal on a new car, they have often already factored a
discount in, and are selling enough that they don't need to discount for
anyone else.
Also, the redbook is available online for free for anyone that's
interested.

I think they may be deliberately steering customers toward the new car.
Who in their right mind would pay that much for a 3 yr old Rio?
Were they manual or auto?
A 2003 auto hatch was $16990 new, the manual was $2000 less.

The yard might have paid too much for the used ones. For all we know the
profit margin might be bigger on the new one even at those prices.
