It was all caused by the Supid Arbitrary 30mph sign, if it had been
derestricted instead it wouldn't have happened.

Why?
The imbeciles notionally stopped for the experiment were trying to do the
30, and buggered it up because the correct speed for the conditions was
appreciably less.
That's why they stopped in the first place - a low-speed shunt. Vehicle 2
driver was speed limit conditioned, vehicle 1 driver was driving to
conditions without regard to the SASL, and so on.

Get it?

BTW, I did ALL that with sarcasm mode 'off'.
