The penalty is applied by the jurisdiction within which you commit the
offence.

That's what I always figured.  But how would (in Emma's example) NSW put demerit
points onto the QLD system?

They don't. Unless they have some sort of reciprocal agreement that I'm not
aware of.
It's one of the reasons I still present my NZ license for speeding tickets
