I have a 2000 528i.  Is it possible to add the factory navigation
system to this car?

Possible - yes, practical - no. Cost is around $4,000 for all factory
parts, a bit less if you do it via Ebay.

A decent Garmin GPS is a much better (and portable) solution.

Sure.

Step 1:  Sell car
Step 2: Buy car with navigation

About the only practical approach.  If you buy any BMW Nav prior to the MKIV
DVD version, you're wasting your money.
