Is it common for the ICV to have intermittent problems? I have cleaned
it pretty thoroughly but is still playing up.

Cleaning won't always cure it. Sometimes you just have to replace it
(get a used one from ebay). I've found that about 2/3 of them respond
well to cleaning.
