E36 '99 M3 Seat doesn't fold forward anymore

...passengers have to move the seat forward with the seat buttons to
get access to the back seat.  Can I fix this myself or do I need to
take it to the dealer?

My seats have two levers, there is a cable from them to the latch.

I have no idea what your skill set is, but you will have to take the seat
out of the car to get to the stuff that's broken.

You could try the other lever to see if it works. Alternatively, you can let
them out on the other side of the car.
