E34 fuel consumption meter sticking

Hi all,

Yesterday the fuel consumption meter in my 1991 525i has started sticking
at the bottom of the range, between 13 l/100km and 17 l/100km (the metric
meter has 0 on far left, 30 on far right). When the consumption is
increasing, the needle stops at 13, and doesn't move until it jumps to a
position higher than 17. When it's decreasing, it stops at 17 and doesn't
move until it jumps below 13. In the range 0-13 and 17-30 it works
normally.

The symptoms lead me to believe that there a mechanical impediment, peraps
a loose needle or something similar. Would that make sense or could it be
a symptom of bad capacitors? All other gauges work as they should.

Is it possible to disassemble the cluster so that you gain access to the
actual instrument and check for mechanical problems? I've checked various
web pages concerning instrument cluster repair (bulbs and capacitors) but
I can't see from pictures whether it's possible to gain access to the
actual mechanism.

Well, the problem is gone, the consumption meter has started to work again
(if only all problems would take care of themselves :) Still, it would be
nice to hear an answer.
