I am a new owner of an older BMW out of warranty. I keep
reading about the usefulness of the scanning tool which
lists for about $150. I am not much of a technician and
not likely to become one. Would this be a worthwhile
investment for someone who has others do the work?
Thanks.

Yes. If your check engine light ever comes on, and it will, you'll be able
to pull the code before going to the shop. This way you will have a better
idea if the shop is being truthful and honest with you about your car's
problem.

It is a required tool for those that do their own work, its usefulness to
those that let others do the work is only as a reality checker.

Since you self-evaluated as "not much of a technician" and have said
"older BMW" are you sure it has OBD?
