Dimming of Console

I have a 1999 323is and was wondering if the console dimming and
returning to normal during the day without the lights on be about. Any
one know could this be a battery or other electrical issue?

The console is designed to dim when the headlights are put on. Working on
the principle that at night you do not need them lit up so bright to see
them.

a defective voltage regulator will cause this problem...

...or a properly operating car since it is designed to do this.
