Which year did bmw start  using the angel eyes and were they used on all 5
series, The thing is today I went to view a 530d (1999 (Vreg uk) ) And it
did not have the angel light rings around the headlight. Was this correct or
had someone changed them over perhaps?

IIRC, it coincided with the large 6 changing from a 528 to a 530, so 2000.
