BMW 318 TDS SE info and ECU Number?

Hi,
I am new to BMW but not new to diesels.
This is very sluggish, 3000 Rpm, 80 Miles /Hour.
Maximum speed 95MPH.
Poor fuel economy.
All srviced, expect diesel filter.
Someone suggested CHIP, do not know ECU number??
Please advise in relation to all tips on this Vehicle.

This seems pretty normal for the 318TDS motor.  They are indeed very
sluggish and a 3-series is underpowered with this engine fitted.
The mpg should be pretty good though. What mpg are you actually getting?
