Unless you drove through that area late at night, you wouldn't have seen
workers. Any work between Hwy 56 and the I-5/I-805 junction was usually done
from 11pm to 6am, where a freeway closure and re-routing of traffic would
have the least impact on traffic flow.
(Northbound I-5 traffic was often routed through the Local Bypass which also
connected to the Hwy 56 Eastbound. Southbound I-5 traffic usually had to
exit shortly before the junction split and then re-enter the freeway past
the junction split. Westbound traffic from the Hwy 56 also had to exit and
re-enter in a similar manner as southbound I-5 traffic, as sometimes the
connector from the Hwy 56 to the I-5 South was also closed.)
