The trouble with the adoption of stretches of highway by people or groups
who have lots of enemies is that the enemies can simply go there and dump
trash on it.

Maybe we can get the Minutemen to "adopt" some of those vast stretches
of desert where wetbacks drop their garbage while they are sneaking
