I see this black coverings on wheel covers--they're flat, fit on the
wheelcovers, look like they're plastic, are otherwise non-descript, and
that's about it. They're always on the front wheels, never the back.

What are they for? Any ideas?

A photo might help...

FWIW, somebody was telling me about some snow-chain-like thingies -- you
bolt something more-or-less permanently to the driving wheels and then
snap the chain-things on when you need them. Sounds really convenient.
