Why was the expressway through Coachella called 86S, instead of the more
conventional approach of giving it the number 86 and demoting the surface
road that it bypasses to something like 86A? Is there any other S route in
California?

Caltrans' modus operandi would probably have been to try to relinquish 86
so we'd have 86 and (maybe) 86U. I don't understand 86S either, now that
195 is gone.
