I have had similar issues with this and the only thing I can attribute it to
was a poorly made power inverter creating "dirty" power. Only reason why I
say this is cause if you plugged the PS2 into household current, everything
was clear.

Try hardwiring the inverter ground to a better place. Inside that barrel
cig lighter might not be the best place. How is the audio from the ps2?
