WASHINGTON - A federal crackdown on fraud at state motor vehicle departments across the country has nabbed dozens of illegal immigrants licensed to transport hazardous materials.
While none of those apprehended has any known links to terrorism, federal agents said Thursday that the recent busts have revealed a significant threat to homeland security. In one case, a Pakistani man ordered to leave the United States nine years ago was instead driving a tanker truck filled with gasoline for Exxon.
"This is a national security issue," said Elissa Brown, the special agent in charge of the Bureau of Immigration and Customs Enforcement's office in Chicago, where six men were taken into custody.
"Illegal aliens should not have the freedom to transport hazardous materials throughout the United States."
The Justice Department has begun deportation proceedings against the six illegal immigrants in Chicago, who'd obtained commercial drivers' licenses that allowed them to carry hazardous materials. The men are from Belize, Jordan, Mexico, Mongolia and the Philippines.
In Baltimore, a federal grand jury this week indicted Mansoor Hassan on six counts of making false statements about his citizenship, according to court documents. In 1996, a U.S. immigration judge ordered Hassan to leave the country. He didn't and later got a Maryland commercial driver's license. Hassan drove tanker trucks for three different oil companies before federal authorities caught up with him, they said.
In Florida, 52 people were arrested in late April - including three Florida motor vehicle department employees - for distributing some 2,000 drivers' licenses to illegal immigrants as part of massive fraud ring. Thirty-six of them were hazardous material commercial drivers' licenses, officials said. Some of those arrested had been convicted on weapons or drug charges or for reckless driving.
Many states have strengthened their hazardous materials license screening since the Sept. 11, 2001, terrorist attacks. However, state laws remain inconsistent, and Customs says it remains relatively easy to obtain fraudulent documents that can be used to get a driver's license. It's unknown how many illegal immigrants obtained such licenses prior to Sept. 11.
The bipartisan commission investigating the Sept. 11 attacks criticized sometimes lax state standards for obtaining drivers' licenses. Eighteen of the 19 hijackers in those attacks had valid drivers' licenses or state-issued identification cards.
Earlier this year, President Bush signed a law that requires all driver's license applicants to provide proof of citizenship or legal residency. States have three years to comply.
Dean Boyd, a spokesman for the Immigration and Customs Enforcement bureau, said other driver's license fraud investigations are ongoing.

You're more likely to see states complaining and trying to get injunctive relief because they don't have the money to totally replace their current computer systems and software in favor of those which support REAL ID not to mention the extra staff they will need both at the RMV/DMV end and at the Vital Statistics/City Clerk end to verify birth certificates in a timely manner.

In my opinion the whole issue of "Homeland Security" is a scam. An entire cabinet level bureaucracy created for what? Common sense tells you that if you REALLY want to secure the homeland then the first thing you do is secure the nation's borders. This administration has done nothing to secure either our land borders or our ports of entry.
As for driver licenses with hazardous material endorsements: the background checks are a complete waste of time. According to a recent quote in the local paper the Sheriff in my county stated that a fingerprint check from a crime scene takes 6 to 10 weeks to get a response from the FBI fingerprint lab. So now we add a bunch of senseless checks on truck drivers to the lab's burden. If terrorists want a load of hazmat, they will TAKE IT! None of the 9/11 hijackers obtained a pilot's license or applied for a commercial airline pilot's job.
Meanwhile the Cheney administration has murdered over 1700 good American soldiers for fun and profit in Iraq, while the Al-Quida terrorist training camps in Sudan and Somalia go on unmolested.

Remember that clinton allowed the population to increase from 3 to 13 million in his terms.
Should whoever is in control close the borders? Yes. But please don't whine about Bush when clinton was such a f.ck up.

You might recall that the training camps you speak of were actually reputable businesses. You know, when your guy murdered a few families by sending cruise missiles at an aspirin plant.
Of course you ignore the fact that those soldiers were killed by terrorists. The ones coming in from Iran and Syria. Iraqis are for the most part glad to see us. The only ones that aren't are from the Bathist party, and those are by definition terrorists because of how they are choosing to kill innocents.
The sad thing is how much a waste of time this is, because you are not one of the few intelligent liberals.

The census counts for 2000 produced changes in the size of congressional delegations in 18 states. Gaining two seats each were Arizona, Florida, Georgia, and Texas. The states of California, Colorado, Nevada, and North Carolina each gained one seat. All the "gainers" have suffered a dramatic influx of illegal aliens over the past 10 years. New York and Pennsylvania lost two seats each, while Connecticut, Illinois, Indiana, Michigan, Mississippi, Ohio, Oklahoma, and Wisconsin each lost one seat. My CDL license with a haz-mat endorsement went from $60 to over $160 to cover the background check this past May. States are constantly looking for ways to support the 20 million illegal alien residents over running our schools, bringing increased crime, and placing stress on infrastructures.
