Rep. Tom Stevenson, R-Mt. Lebanon, has introduced a bill that would require dogs and other pets to be buckled up or battened down in pet seat belts or in crates.
It would be illegal for an animal to put its head or even its nose out the window of a moving motorized vehicle.
"The General Assembly finds that pets riding in automobiles have caused distraction to drivers" which "sometimes results in automobile accidents and injury," says the opening paragraph of House Bill 1737.
"We've had a lot of response and most of it is negative," said Nancy Makowski, Mr. Stevenson's legislative assistant. "Some say this is the only joy a dog has."
Many concerns come from owners of big dogs. They don't all own vans and SUVs, and crates for big dogs won't fit into regular cars.
Members of dog clubs "are ballistic about this," said Lawrence J. Gerson, a Point Breeze veterinarian who is on the legislative committee of the Pennsylvania Veterinary Medical Association. "They feel it infringes on their rights."

I'm not thrilled that yet another law must be enacted to protect poor pets, but there has to be a way to make these ignorant drivers responsible. Ack.

Ack. These drivers are not ignorant. They know they are risking the dogs life and are increasing the chances that they will lose control of the car and crash into and kill someone else. They just don't care. They are psycopaths just like the cell phone drivers.

If they don't *know* that their behavior is dangerous, this indicates that an education program is necessary and could well have a positive effect.
If they don't *believe* that their behavior is dangerous, then this shows that the education program already in place has been ineffective and needs to be changed.
If they know and believe, but don't *care* that their behavior is dangerous, *then and only then* do we have the psychopathic behavior you claim to see in everyone who doesn't drive like you think they should.

The first time you see your dog drinking out of toilet, eating rocks, or chasing its own tail should clue you into the fact that they aren't that smart.

It was two dogs which wandered onto I5. Traffic was at or above the speed limit and heavy. They were completely scared and they could not get over the concrete jersey barriers in the middle. Cars were skidding, one guy stopped and grabbed one of the dogs and tossed it into the back of his pickup but it jumped out and continued to mindlessly move around in the fast lane. He gave up and left. I couldn't get close to them because I couldn't get across traffic safely. Finally they crossed back over and wandered back up on the on ramp. I suspect that's what usually happens, although some dogs could certainly have fallen out of cars or the back of pickups.

Why did you assume otherwise in the first place? I was driving onto the freeway and watching the dogs entering through the on ramp. It was actually the merging of one freeway onto the major one so they were already on the freeway. I stopped and got out and tried to help but the dogs were going crazy. They both survived but I don't know how.

Some states already have driver distraction laws that would cover most of these situations. It's used in Virginia to stop women putting on lipstick while driving and others eating while driving.

At least for the Washington DC Metro area, the cell phone is the hazard and NOT the dog!

While I agree with the idea of people being called "guardians" of animals instead of "owners" I think this is a bit over the top. I like seeing dogs enjoy the breeze. Besides I imagine cell phone use causes more distraction than pets that can be trained to behave.
