we find ourselves possessed of only the valet/service key for our Honda
civic. If we go to the Honda dealer with the title and the VIN, will
they be able to get us a new main key?

You might want to call the dealer. Of course, you are probably either
a troll or an idiot, but who knows, maybe you really do believe you
can get answers quicker on the Internet.
