Careless driving on being hit by suspended drivers - as per Oregon law

I was crossing a street from East to West and I got hit by another car coming
from North, down to South. I was not able to view the car as the car was not
in sight of my window and it changed the lane from left to right and took a
right turn hitting my front of the car. The drivers first of all didnt stop
the car even though they visibility of more than 150 feets, which is not true
for my case and above it they didnt stop after hitting me on the road. They
hit and ran into the parking lot, which I had to follow them to find out
where they were located. I was still given a citation by the officer with the
reason that he has to give one for any accident occuring as per Oregon's law.
I am not at all happy with the judgement done by the office who was on the
place of accident coincidently and was giving a citation ticket to someone
else on the other side of the road. I want to plead not guilty and atleast
remove the citation from my clean slateless driving records for the last 12
years in UK, US and Canada. I am more sad since i just had bought the Honda
Van 4 months old - new one.

Please let me know what is good for me to do ?
Is this case defendable on my own in the court as I am sure the other guys
will not appear in the court (as the driver himself has skipped a court
hearing before)
Are there any repurcursions for this kind of citation - careless driving ?
I am not sure but the insurance liability gets effected if the other person
claims health injury (fake though) ?

What was your citation for?
It certainy wasn't, "Well, I gotta cite someone."

I'll ask the same question someone else did.  Just what does the
citation say?  It will cite a specific traffic section and state in
plain language the nature of the infraction.

You don't have enough information in your post to decide who was at
fault.  Someone had the ROW (Right Of Way).  Was there a stop sign?.  A
yield sign?  A traffic light? Uncontrolled intersection?  If the later,
the car on the right normally has the ROW.

I have pictured all the intersections I have dealt with and can't
recall one that I couldn't see to safely pull out.  Sometimes I have to
inch the nose of the car into the pedestrian crossing in order to see
past obstructions.  If I should happen upon one, I would avoid it
thereafter.
