Governor Schwarzenegger Signs Cell Phone Law

Megan Braziel Reporting - Posted: Friday, 15 September 2006 4:05PM

KNX 1070 NEWSRADIO

OAKLAND, CA (AP)  -- Governor Schwarzenegger singed a bill Friday that
will make it illegal to hold a cell phone while driving. The new law
will require drivers to use headsets or speakers to talk while in the
car.

Motorists could be fined up to $50 when the new bill will take effect
July 1, 2008.

I'm all for cracking down on phone drivers but this won't do any good

1. You can still phone-drive as long as it's on a hands-free phone

2. The penalty is a measly $50

3. The law doesn't take effect for TWO YEARS!!!!!!!!

And drivers can still be distracted by passengers too ! Utterly shocking. All
passengers should have gags fitted ! This should be compulsory fitment at the
factory.

Don't even start on the distraction caused by traffic !!!!!

> 2. The penalty is a measly $50

I agree. It probably should be higher to have a true deterent effect.

There HAS been research done on this sort of stuff - and
cell phones are apparently MORE distracting than traffic,
the oldies station or even screaming kids. Too much of
the brain gets drawn into the conversation, drivers are
half there, half with the person on the other end of
  the connection.

ALL non-emergency telephone use by drivers should be banned.
We could re-fit some of those automatic speed cameras to
detect cell-band transmissions and snap a photo. If we can
see the driver fooling with a phone - instant ticket.

Put the gun to the gas tank of cell phone driver's car, "Go ahead, make
my day!"

How did Bill go from "making it legal to shoot" to "*mandatory* gun
ownership"???

Problem is;any misses, who knows where the stray bullets end up.
People get killed that way,the wrong people.

At least if you shoot into the auto body, the bullets have a better chance
of stopping instead of exiting. B-)

Not only that, but anything with less than 500lbs/ft of energy at 50'

It would take more than a handgun to go through a steel-bodied car.
I guess that means anyone driving a plactic/fiberglass-bodied car
should be very careful to not talk on a cellphone while driving, huh?

I take it you've never fired a weapon at a car before.  Not only will the
average handgun ammo pierce the body of the car, it will go all the way
through the car and lodge itself in whatever is behind the car, if it
doesn't also go through THAT.

Doesn't matter.  Drive a Hummer H3 if you want to, and it won't protect you
from handgun ammo.  -Dave

Depends on what you consider to be an average handgun.
A .357 Magnum will go through a door, a .38 Special won't, unless you
hit a soft spot. Even a .357 won't penetrate the average windshield
from over 100'.
The .41 Magnum wasd developed specifically because law enforcement
needed a harder-hitting round for autos than the .375, but with less
kick than the .44 Magnum.

I wouldn't buy an H3 on a bet. A Colorado with a 5 cyl. engine and
very expensive sheet metal doesn't do anythkng for me at all.

And, BTW, get a sense of humor.

It's been shown that radios and the like can help keep drivers alert.
Cell phones can as well. It depends on the driver and the circumstances.

So it's impossible that something could improve someone's driving? It
isn't possible that a cup of coffee could improve the driving of a
sleepy driver? That's impossible right out of the box? Shouldn't we do
studies to see if listening to the radio can help some people drive more
safely?

If you're sleepy you shouldn't be driving period.

I was pointing out that something that you do can help you drive better.
How about sleeping, getting plenty of rest, before driving? You'd
support that as helping people drive, right? So why not listening to the
radio?

You don't play with the radio, you just push a button which you can push
without even looking away from the road if you know the car.

For most of us on the "outside", facts trump imaginary fantasies. I
completely understand your situation, though. For you, it's obvious
that reality doesn't intrude into your fantasies very much.
I'm sure the costors there are working very hard to fix this, but you
could do yourself a real favor and work some on this yourself. It's
probably not a good thing for you to resist this as much as you do.

Lots of things are distracting to drivers.  Some like using a cell
phone or a radio or a CD can be banned.  Other activities like talking
cannot be banned. Just because we can't stop ALL distracting
activities done by drivers doesn't mean we can't stop SOME of them.

Yeah, it was funny how he juxtaposed a real problem (DVDs) with a fake
one (showering).  Good technique.

The reason that DVD players are allowed is because the culture has gone
kid-crazy.  Anything that benefits breeding (aka, child rearing) is OK
(and cannot be criticized).

It's also because Detroit loves car crashes.  They make billions of $
every year just replacing the cars totalled on our highways.  Same
reason they build cars that do 100mph and make commercials that
encourage speeding. They don't care how many innocent people they kill
as long as they make money off it.

Hmmm...
Are you sure your doctors aren't prolonging your treatment?
After all, they make a lot of money from this. So does the facility
you're in.
Or is it a possibility that you are resisting getting better? After
all, it's pretty nice there, isn't it? Three meals a day (plus
snacks), a nice man in a white jacket who does his best to make things

DVD players in cars are GREAT ideas. I mean, how else are you going to

New York and DC Passed this type of law several years ago...problem is
as I understand it is that  cops won't bother to enforce it, yet.

Many other nations have already banned the practice.
Australia, Belgium, Brazil, Botswana, Canada, Egypt, Finland, Ireland,
Mexico, South Africa Sweden and the United Kingdom

3 other states have pending legslation.

The first big study of this was from Carnegie Mellon U in 2001
The Latest is from BYU in June 2006
UILL study in 2004 even indicts hands free as not the solution...your
mind is still not on what you are doing.

The evidence is mounting
http://scholar.google.com/scholar?q=author:"Strayer"%20intitle:"Cell%20Phone%20I
nduced%20Failures%20of%20Visual%20Attention%20During%20..."%20&hl=en&lr=&safe=of
f&oi=scholarr

I agree the fines are not yet steep enough to detour the behavior...and
that behavior the studies show is that talking on a cell phone is
proven to impair a person's ability to concentrate as much as being
intoxicated...It is true that other things distract too and everything
that can be done to limit them should be done until we get the robot
cars (but a lot of them are passive like radio, books on tape, where
conversation is an active distraction, you're not just
listening......then you can yak your face off, because driving several
tons of metal at 60mph when your mind is some place else is sheer
lunacy....How did people get along  without them for 90 years, you just
pulled over to make a call, but we've come to expect instant
gratification.

It will be interesting to see what happens as more states, cities and
most importantly Insurance companies get on board.

It took twenty years to get seat belts (mainly because of car
companies) made mandatory

Oh hell - we don't need studies of this.  You might as well say we
should legalize shooting people until studies prove bullets are
dangerous.

And the right word to have used instead of "signed" would have been
"singeing".
You are so stupid!

The kind of person who blames the reader for the misspelling
misunderstanding is the kind that would blame DEAD VICTIMS for car

singe Pronunciation (snj)
tr.v. singed, singe·ing, sing·es
1. To burn superficially; scorch.
2. To burn off the feathers or bristles of (a carcass of a bird or
animal) by subjecting briefly to flame. See Synonyms at burn1.
3. To burn the ends of (hair, for example).
4. To burn the nap from (cloth) in manufacturing.

Aunt Judy is saying that Ah-Nold took a match to the legislation and
burned it up like it deserves.

like Schwarzenazi was bought off by the cell phone companies.

Um, if he'd been bought off, he wouldn't have signed it.
Boy, are you stupid!

Oh, sorry, one of your doctors called, and said I souldn't say that to
you. It seems that's not going to help your recovery.
But it's true, nonetheless.

This silly law is just what the cell companies wanted. If shcwarz was
honest he'd have refused to sign  unless the law was written to take
effect next month and mandated $1000 fines.

See what I mean? Even when the illogic of your writings is pointed out
to you, you persist in your fantasy.
Such a shame.
Of course, it's nice and comfy there, isn't it? All your needs taken
care of, a nice young man in a white jacket to make sure you don't
hurt yourself, no bills to pay, even your TV choices made for you.
But I have to wonder; are you really trying to get better? It doesn't
seem so. Don't your doctors ever urge you to try to make a littl
eprogress towards getting better? Or has it been determined that you
will probably stay there forever, a ward of the state?
