"December 15, 2006 - Prosecutors dropped drug charges Friday against
Secretary of State Jesse White's daughter, because the arresting officer
did not show up in court."

For those that don't know, the secretary of state is in charge of
driver's licenses, plates, etc in IL.

Sounds like the cop was "paid," to *not* show up in court; as in his
"compensation," for not showing and testifying against the SoS's
(interesting acronym, innit?) daughter is that he gets to keep his
badge.

Damn, and sometimes I think that the South is corrupt....

To state the answer you already know to the question in the subject:
Sometimes they're paid more NOT to.

There's no such thing as a free lunch, but certain accounting practices can
 result in a fully-depreciated one.
