I have a 21 year old niece in Switzerland. She is a student and would
like to come to the USA between semesters and make her driver's license
in any American state who would allow it.
She is no American citizen but has Swiss papers to identify herself. So
far, she has no driver's license at all.
Is here anybody who knows if this is possible for her?

If she lies about her residence status, maybe. The DMV only grants
driver's licenses to residents of that state (=people who live in that
state, citizens or not). But each state's B/DMV has an web site where
the rules are listed so see for yourself.

Other than residence requirements there wouldn't be a problem.
The sad fact is that anyone who can reasonably pilot a car around the
block and parrellel park it can get a drivers license easily. Pick up
the driver's manual in the mornign and take the test in the afternoon.
Shouldn't take but about an hour to study the manual enought to pass
the written. Sad but true.

Can she get an International DL before she comes here?
In many states she would need a ;learbers permit fiorst, which involve
a test and maybe a wait, too.

As a European, she should be fully used to taking public
transportation. Tell her to forget about driving and take the bus or
the train, as no state is going to license her.

Swiss public transportation is somewhat superior to that in the USA though.
