First thought: of course it would make sense to you; it's a perfect fit to your prior attempts at logic. The only kink is that your recommendation deviates from your usual push for incarceration. I grant that you may be taking the step in the right direction; why punish taxpayers for a driver's scheiskopf stunt? In some states, if the moving violation or DUI results in an accident and a pregnant woman gets killed, and the unborn infant also dies, it's charges on TWO counts of murder. All drivers have a flawless record until the first time behind the wheel. Gotta like that one.
