Chinese Fire Drill

I was watching a program about China this afternoon, and I think I know what
the reason for Chinese Fire Drills are.  You know, where the occupants of
the car get out at the light and run around and get back in?

On their traffic signals to the side is a 30 second clock that starts when
the light turns and then flashes big numbers down to zero.  This would be
incredibly helpful when wondering when the light is going to turn green.  Or
RED.

I live in what I consider to be the red light running Capitol of the World,
Las Vegas, Nevada.  Atrocious drivers, and they will run through four or
five cars after the light turns red.  There have been a lot of fatalities
due to this.

I don't know if it would make these twits drive any better, but it would
surely help the cautious drivers who are approaching a light if they could
see it was going to turn in three seconds.

Anyone ever see this overseas or here in the US?

Regarding the digital clock: I have seen them before, DC IIRC, but it
was for pedestrians.  Regarding the left-turn-against-red, that's the
definition of the Kansas City Left per the link.

Suburban cops will almost always activate the lights, chicago cops well
I'll just say I haven't seen one bother.

Please explain how you concluded a vehicle with a velocity of zero might be -the- contributing factor to a collision due to driver inattentiveness.
