AZ plans to join Tri-national Driver Database (DLA)

There is legislation in the Arizona House of Representatives sponsored
by Andy Biggs for Arizona to sign the new Driver License Agreement
(DLA). What this entails is Arizona sharing their driver license
databases not only with other states but also foreign countries of
Mexico and Canada. This was one of the most controversial elements of
the Real ID Act that was dropped before it became law.

This must be opposed ! Members of the AZ legislature can be contacted.
Their web page is http://www.azleg.gov

What are the further consequences of AZ signing this agreement ?

First the foreign country element. Since Mexico is involved and the
corruption there. It would be easy to promote identity theft since the
Mexican states do not have to follow the Driver's Privacy Protection
Act (DPPA) unlike the US states. Here are a couple of scenarios. A
driver from AZ gets stopped in a Mexican State. The Mexican Officer
decides to access AZ's database and gets a hold of the driver's SS#.
The officer can do various things such as access the person's
financial records at the moment and decide the bribe the driver has to
pay to get out of jail. The officer can also wait until later and then
decide to some various things to ruin the person financially such as
clean out his accounts before he gets home. Another scenario, a guy -
Bob is interested in this girl - her name is Alice and she is a AZ
resident. She blew him off when he asked her out. Bob knows that AZ
has signed the DLA. Bob decides to take a day drive fro Tuscon down
into Mexico. He sees a police official and pays him some money. He
gets info on Alice and then returns back to AZ. Bob decides to pay a
visit to Alice. I will leave the rest to imagination.....

Second, the DLA affects getting traffic violations while outside of
AZ. One of the rules is the driver must follow to the letter of the
prescription issued by an out of state court. AZ has a very generous
window tinting law. Other states are nt so nice about tinted windows.
law enforcement in some states such as VA or CA will go out of their
way to cite non-residents for tinted windows even though they are
legal at home. Under the current law, the out of state court cannot
force the driver to repair the tint to meet their state's particular
law. The driver is only required to pay the ticket and nothing
further. Under the DLA regime, if an out of state court orders you to
remove the tint, you have to remove it even though you are no longer
in that state.

One thing about the DLA, it was written by the AAMVA executive board.
There was no input from various members  of the public and legislative
officials. The AAMVA is a NGO that is NOT subject to open door laws.
If you go to their web page - http://www.aamva.org, many items
especially concerning the DLA are locked from the public with username/
password protection.

Again, the DLA must be opposed ! the DLA is an invasion of privacy. I
am brining the light on this piece of bad law. It is up to you to
oppose this !

To add a bit of reality here.

There has been mutual access to Canadian/US driver data for at least
15 years.  Any dispatcher or cop with an incar computer access can do
it.  It is the NCIC (National Crime Information Center) which has a
whole lot more info than just crime in it.

Hmmm...after reading through that, I don't think that the DL data
banks go through NCIC.   It has been too many years since I sat the
dispatch desk.

At the time the Canadian interface was installed, it had been planned
to add Mexico as well.  That was cancelled due to the rank corruption
in Mexico.

I seriously doubt that Mexico will ever be given access until the
corruption level comes _way_ down.

Society. It is for the good of Society that the right to privacy is
given up. We executives don't care about Mexican corruption. Your
information belong to us ! When you personal information in your
opinion is "misused", we benefit whether for marketing, checking you
out if you will be a trouble maker that needs to be put into their
place and other purposes.

deal with the consequences of your attitude. The cosequences can
include such as losing your job, being denied promotion and other
penalties. Speaking against government opinions and views will NOT be
