Unfortunately for the Oswego County resident, a Canadian police officer
stopped him for speeding, and wrote him a $150 ticket.

But that's not all it cost him. Sixteen months later, Bilyeu got a bill
from the New York State Department of Motor Vehicles for $450.

He found out, much to his chagrin, that in 2004 the state Legislature
adopted something called a "driver-responsibility assessment'' that puts
a surcharge on top of fines for motorists who accumulate more than six
points on their licenses within 18 months or fail or refuse to take an
alcohol or drug test after being stopped.

"It seems like double jeopardy to me,'' said Bilyeu, a retired carpenter
living on Social Security who fought his way across Europe as a member of
the Army's 3rd Cavalry Division in 1944 and 1945. "I paid the fine once
in Canada, then they tripled the fine. I don't feel it's a very good way
for New York to be treating its citizens.''

"In typical fashion, the Legislature buried it in a massive budget bill
and passed it in the middle of the night,'' said John Corlett, director
of government relations for the state chapter of the American Automobile
Association, which opposed the added fees.

"This was set up to go after people who violate the law, to hopefully
keep them in check,'' he said, pointing out that Bilyeu had to exceed the
speed limit by more than 30 miles per hour to be hit with such a large
fine and surcharge.

The best hope for Bilyeu, who is sure he wasn't driving as fast police
say, was that the hand-written notation on his ticket actually recorded
his speed as 132 kilometers per hour (82 mph) and not 152 (94 mph) as his
ticket indicated. That would give him only four points on his license
instead of eight, and would eliminate the $450 "driver-responsibility
assessment.''

So, if you don't give up your right to deny a search, get charged with
driving the speed of traffic (which is often 30 over) there is another
fine involved. On top of that, even if it occured overseas where a person
doesn't have the ability to even defend himself because their racket may
be more corrupt than in the US or due to logistics involved.

down here in the last few decades.....

HAHAHA.  Another idiot who thinks it's ok to speed as long as other
people are doing it. You belong in prison.
