"Sutherland, 40, failed a field sobriety test after he was stopped for
making an illegal U-turn in West Los Angeles shortly after 1 a.m.,
police spokesman Kevin Maiberger said."
He's also shown babbling on the mobile phone every few minutes, driving
around the city with MFFY attitude and causing traffic jams on closed
streets. Maybe if he would hang up and drive, he wouldn't miss
important information, without which the show runs for weeks while he
fixes the problems that he caused in previous episodes. Of course, if
the streets weren't closed, he would take several episodes to drive
anywhere because of the usual traffic jams caused by Sloths.

That's Jack Bauer's MO - he bends the rules all the time. :)
