Abusing the notion of HOV lanes

I'm sure that many of you have read articles that stated that the
noncompliance rate with HOV lane restrictions is around 15% (see
<1193768858.788624.259360@19g2000hsx.googlegroups.com>).  Now that may
sound bad to some people, but I think such a system could be used to
encourage KRETP.

What would need to be done is that all passing lanes be marked as HOV 10
passenger vehicle only restriction.  Imagine people keeping right except
to pass with only a 15% noncompliance rate.  It would certainly be
better than what we have now ;)

HOV lane usage is allowed for passing only? I thought they were just
reserved lanes, period.

Well, my post was intended to be facetious, but what I meant was that
most people would think that they were HOV lanes and not use them to
cruise in, but very few would cheat and actually use them as passing
lanes (as passing lanes are meant to be used).  Also, it would help if
they were only enforced when it's clear that traffic using those lanes
isn't actually passing traffic to its right.

Well, since your idea depends on enforcement, why not just expect the
cops to enforce the existing KRETP laws?

Both have an equal chance of success. :)

The downside is you have to break the law in order to pass a Sloth.

Sorry, this falls under the "can't wash the car to make it rain" rule.
