I will be driving from Chicago to Billings around the first week of February
and I was wondering if anyone knows which of the the following two options is
the better one (A) I 90-I94 through Madison Bismark and Fargo or (B) I-90
through LaCrosse, Sioux Falls and Rapid City. All suggestions are certainly
welcome!!

I-94 would run you right through the heart of the MSP metro area, and
being further north would be a bit higher risk of nasty winter
conditions.

Distance-wise, it would be a wash.  Best bet would be to check the
weather forecast 2-4 days prior to the trip to track any potential
blizzards, as it is not real likely both routes would be closed.  If
it were to happen, I-80/I-25 through Des Moines and Cheyenne may work.
