If this is truely a good guarentee, there should be a secure
organization wher the money given to the vendor will be held until the
vehicle is running and getting the mileage predicted without damage to
car or atmosphere.

Lacking that, any science teacher will tell you that DC electricity
can produce oxygen and hydrogen from near-pure water and these two can
then by burned to produce power. The power produced will be less than
that used to separate the water into hydrogen and oxygen, though.

And do tell, where do I find near pure water? It sure as hell doesn't

Actully, I think hat it needs a bit of impurity to get the process
going to get out the H & O. As it is not heated, the impurities
shoul;dn't get int the H drawn at one electrode and the O at the
other.

(Interestingly enough, I flunked chemistry in HS and in College. In
the navy I took a USAFI course and the ship was in a collision, with
the book in my flooded locker swelling to double thickness.
All my chemical "larning" since then has been by self-study, as needed.

The problem is what energy is used to mass-produce the hydrogen gas.  If
fossil fuels are used to process the water, those emissions again
contribute to the greenhouse gases.  We want an economical way to get
hydrogen fuel without using fossil fuels for processing.
