Lacking that, any science teacher will tell you that DC electricity can produce oxygen and hydrogen from near-pure water and these two can then by burned to produce power. The power produced will be less than that used to separate the water into hydrogen and oxygen, though. If fossil fuels are used to process the water, those emissions again contribute to the greenhouse gases.
