The story is about a gps tracking device that can be deployed by air gun to
glue itself to a car that is being chased.
It'll never gain widespread use as it has a huge defect.
Notice how in order to deploy it, the special-equipped patrol car must be
stopped directly behind, and in close proximity to the stopped suspect car.
In other words, it would only be useful in the very rare circumstances where
the suspects pull over, the system is then deployed, and then after
deployment the suspects decide to run.
You'd have to waste thousands of rounds of the little tracking thingies to
tag that one car that can be tracked successfully using this system.
If the suspect car is already running, the system is totally useless. Even
if the cop could get close enough, there would never be a clear shot in a
populated area. -Dave

No, I didn't notice that. AFAICT, they don't mention that, maybe I
missed it.

Maybe, but they mention "integrated laser target acquisition". That
seems somewhat superfluous if you have to pull up behind them and
stop.
