Agreed. I watched it a few times over freeze-framing as good as I
could with youtube, and both vehicles brake. The crossing SUV braking
keeps the SUV (explorer? minivan? not exactly high-def) from T-
Boning the offender, and the offenders braking appears to keep him
from T-Boning the white sedan. Damn close... I'd love to see an
overhead view.

More interesting I thought was that he misses no more than a half
beat, then continues, weaving around traffic.

I saw a different version where the action is repeated in slo-mo, and
you can see both the offender's tire smoke as well as the nose-dive of
the guy on the cross street pretty clearly.
Calls just don't get any closer than that.
