Because certified mail cuts into the profits. Who cares if some people
get screwed over big time because the notices get lost in the mail or
they have Neuman or Cliff Clavinn for their carrier... The government
needs that extra $3.06 for every ticket!

The single pro-motorist provision that had been part of the first draft
of Burchett's bill would have required cities to send citations by
certified mail to ensure that the notice was properly received. An
amendment deleted that requirement, noting that cities would lose $3.06
for each ticket if the provision had survived. The Senate-passed version
of the bill includes a provision that delays the imposition of unlimited
late fees until 30 days after a second notice is sent by regular mail.

Lemme guess. You still have to send the payment by certified mail, to
ensure that THEY don't lose it, right?

No doubt. If it get lost in the mail it's your fault either direction.

Heh. Certified mail is $2.65. Plus 41¢ First-Class postage = $3.06.

Still, it's impractical to send volumes of mail Certified, and in this
case, unnecessarily wasteful. Preparation by hand is kinda time
consuming and a PITA, and, when the volume exceeds about 10, prone to
errors.
Every piece has to be entered into the system by hand, which takes
roughly 0.5-1 minute per piece.
Certified mail requires a signature. If you're not home, a notice to
pick it up at the P.O. will be left. If you don't pick it up, there
is no delivery.
The legal community has, as SOP, been attaching a self-certified
Certificate of Mailing to "normal" delivery critical documents, to my
knowledge, since 1989.
The USPS is reliable enough to assume delivery and receipt via First-
Class mail.
Besides Nate, yourself, and a couple others who I would expect to
testify they only receive about half of their mail and that half is
always 3 weeks late, few people actually fail to have their mail
delivered correctly, and promptly.

Why don't you obey the law? I've never gotten a red light ticket in my
life.

is if a scofflaw like yourself even bothers registering your
vehicle....

"Foot pumps are a joke. I had one once and since the piston only moves like
2 inches it took 50 pumps to raise the pressure by one psi. Go with the
hand pumps where the piston moves around 15 inches. One of my tires has
exposed cords and i have to pump it up every week. "
