Stop-sign runner and another CLB incident

I'm not sure what this idiot was trying to do, but it almost sent its
Slothly driving into the ditch.  I was in the right lane going about 70.
 There was a side street ahead and one car stopped at the intersection.
 That car pulled out and accelerated normally.  There was nobody behind
me.  That's when a second car approached the stop sign.

Instead of stopping, the idiot driver pulled out very slowly and forced
me to slam on the brakes to avoid ramming the driver's door.  The
stop-sign runner then went into the left lane and waited for me to catch
up.  As I was starting to pass on the right, the Sloth swerved into me
and tried to run me off the road.  I was preparing to force the driver
to stop when it decided that it should indeed stop what it was doing and
move back to the right lane.

Then I had another odd incident while I was driving back at night.  I
was in the right lane going 100.  Two individuals in a small car started
to pass me in the centre lane, but then started driving directly next to
me.  The passenger kept looking over at me, and the driver seemed to be
worried about something.  He looked like a driver who believes that he's
about to be tagged for something and trying to figure out when he's
going to be pulled over.  There was a red flashing light on the driver's
dashboard, which I assumed was the seatbelt warning light.  It appeared
that neither the driver nor passenger were wearing seatbelts.

As traffic was approaching, I honked at the CLB.  The CLB sped up
slightly, but then slowed down again.  As I accelerated away from the
hazard, the CLB immediately drifted into the right lane and then onto an
exit lane.  I wonder how long the CLB was going to drive next to me like
that before drifting over into my side.

Not only does he top-post; he also drives in the left lane because he
can't figure out how to deal with ducklings.
