Fleeing criminal driver in KC kills 2, injures 2

KANSAS CITY, MO.  --  A 14-year-old, Suavae Rouser, and her mother,
Tiffany Berry, are dead after a driver tried to run from police and
slammed into their car.  On Tuesday, prosecutors asked for the maximum
sentence against the driver: two life sentences.

Police said they had pulled the driver of the SUV,  42-year-old Randy
Ralstin from Lee's Summit, over near 22nd and Myrle, but he took off
and slammed into the family at 23rd and Montgall in Kansas City,
Missouri.

Ralstin was out of jail and on parole for involuntary manslaughter.
Police said he was violating parole by being in possession of a
controlled substance.

After police tried to pull over the SUV, two passengers bailed out.
Police were able to catch up to those men. But, Ralstin took off
speeding down the street.

Police said they didn't chase the suspect, but an officer in the area
saw the SUV sliding across the street on its side. Ralstin tried to
run away, but police were able to catch him.

Police said they found drugs on the suspects and they all had
outstanding warrants and were suspected to have been drinking.

Berry's fiance, James, said he found out about the wreck when another
of Berry's daughters who was injured in the wreck called his phone.

"She told me Suavae was laying lifeless and she didn't move and I was
like I'm on my way," he said.

James still wears his pass to Children's Mercy. Before he went there,
he stopped to see Berry and say goodbye.

"She's a great positive woman when people needed her she was there,"
he said.

James said he knows it's bad to wish bad luck on others, but he has no
good feelings for the driver accused of killing his fiance and future
step-daughter.

"I want him to suffer like he's making me suffer and the other two
step-daughters suffer," James said.

Berry's two other daughters were in this wreck and they have minor
injuries.  James said a cousin will take care of them, but even though
he didn't get a chance to marry their mom, he'll still be part of
their lives.

"I'm always going to be part of their life, there's nothing that's
going to tear us apart," he said.

On parole from a manslaughter sentence?  According to the live news on
TV the manslaughter conviction was vehicular manslaughter.  The TV
reporters wondered aloud how he managed to get a valid license after
that.  I'd have to agree with the reporters on this one: who the H***
did he bribe to get licensed again?

The damned system let a guy like this behind the wheel while the cops
concentrate their efforts on nailing as many people for speeding as
possible (though it's likely the crook mentioned was also speeding).
The crook deserves a Taser to the 'nads.

Interesting that the crook fit S&DDAM's favorite profile: drunk, on
drugs, outstanding warrants, and kills one kid (and her ma) and
injures two.  However, no evidence of pedophilia.

Maybe he bribed someone ala Illinois CDLs.... but then again maybe the
system just 'failed'.

Don't worry the system will reward itself with more power and all the
regular people will have to live with more hassles and government
intervention into their lives and that should 'fix it' until the next
time government just happens to allow someone like that to drive.

What holds the system accountable for its failures? Doesn't the system
grow in size and power every time it fails? Why should it do a good job?
Sure, maybe some scape goat will suffer, that happens occasionally, but
the system itself grows larger and more powerful. It is in the best
interest of the system to fail in such a way that it can say if only
they had a little more in resources, a bigger budget, more laws to
interfere in people's lives, more laws to monitor and control... then it
could stop this sort of thing from happening... that is until the next
time it just happens.

The licensing doesn't really matter anyway. Even if this guy didn't have
a license, he would have still been driving anyway. I've come to the
conclusion that drivers' licensing in the US is just nothing more than a
back-doored ID system (now a national ID card being phased in under the
real ID act).
