Please tell me why we would be better off for a drunk driver to not
call 911 and continue to drive under the influence of too much alcohol.

Stupid enough to drive drunk is sufficiently stupid to not realize you
could just pull over and park, I guess.

I read the article and it sounds kinda phony to me. Might be a PR stunt.
