sh.t, couldn't this be some kind of civil rights violation?  Just off the
top of my head, right to speedy trial would seem to apply.  If AZ will
elevate alleged speeding to a CRIMINAL charge, then AZ can't claim that the
defendant has no rights.  -Dave

No surprise there - you can be jailed for calling Sheriff Joke an
a.shole (which he is).
