TUSCALOOSA, Ala. - Manuel Castillo was driving a truck through Alabama hauling onions and left with a $500 ticket for something he didn't think he was doing: speaking English poorly.
Castillo, who was stopped on his way back to California, said he knows federal law requires him to be able to converse in English with an officer but he thought his language skills were good enough to avoid a ticket.
Still, Castillo said he plans to pay the maximum fine of $500 rather than return to Alabama to fight the ticket.
"It just doesn't seem fair to be ticketed if I wasn't doing anything dangerous on the road," he said.
Federal law requires that anyone with a commercial drivers license speak English well enough to talk with police. Authorities last year issued 25,230 tickets nationwide for violations. Now the federal government is trying to tighten the English requirement, saying the change is needed for safety reasons.
Most states let truckers and bus drivers take at least part of their license tests in languages other than English. But the Federal Motor Carrier Safety Administration has proposed rules requiring anyone applying for a commercial drivers license to speak English during their road test and vehicle inspection. The agency wants to change its rules to eliminate the use of interpreters, and congressional approval isn't required.
The Bureau of Labor Statistics estimated last year that more than 17 percent of the nation's 3.4 million truck drivers were Hispanic, as were more than 11 percent of its 578,000 bus drivers. It's unknown how many speak both Spanish and English.

If I had my way, the CDL written test, and verbal test, MUST be given only in English.
I've met many a trucker from Russia, Germany, Spain and other countries and they all know English quite well. Except for one guy. I was wanting to ask the guy something about his truck and I get "I no speak English". Mexican? Hardly. Most likely German. I said, "How the hell did you get your license? You pull that sh.t in Nebraska and they'll make you walk.".
Then how does a guy like that do any business at all when 98% of the people he deals with don't speak his language?
I'm all for it 100%. No English, no license.

If you are Canadian, I don't think it would be out of line to expect a Canadian Driver to be fluent in both English and French. From what I've seen in Canada, you really need to speak both languages to do business there. And yes, I've delivered in areas of Canada where NOBODY speaks a single word of English (they are all fluent in French). I managed, somehow. But I wished I could speak French.
Now someone might argue, based on what I wrote, that all Drivers in the U.S. should be fluent in many languages. I'll neither agree or disagree, except to say that if you drive in the U.S., I don't think anybody would be stupid enough to argue with the statement that you'd BETTER be fluent in English (and possibly some other languages?)
However, if you are a U.S. citizen, it really would be out of line for Quebec OPP to give you a French language test, UNLESS it was the law in the U.S. that you be fluent in French.
It is the law in the U.S. that you be fluent in ENGLISH to be a truck driver. Deal with it, or change the law. I really don't understand how compliance could be so low anyway. It's not like being a truck driver in the U.S. is easy to begin with. If I didn't speak English though? f.ck. I'd be learning like RIGHT DAMNED NOW. And it wouldn't be because the law compelled me to. My experiences delivering in French areas of Canada tell me EXACTLY what it would be like to drive (heavy commercial vehicles) in the U.S. without speaking English. That's some scary sh.t, there. You wouldn't need to pass a law to get me to learn English, if I wasn't fairly comfortable with it to begin with. -Dave

I can read signs, and translate map terms no problem.
What more does it take for a few days of a trip.

I'll be damned if I'm gonna bend over backwards for less than 10% of the population that doesn't like to speak any other language. That's their frickin problem.
That's like having some school having to learn spanish just because one mexican kid came to school and he doesn't know any english.
If I was going to Quebec and they demanded I know French, or don't come in, I'd tell them to go to hell and either get the f.ck out of the country or learn english.
Quite frankly, I'd make it mandatory that they did know and speak english. To hell with this BS just some small group doesn't want to join the party.

French is, in FACT, a "native" (official) language of Canada, and also legally the official language (along with English).

The canadian law provides that English and French are "native" only to appease that small segment that speak it. I guess they did so because the lazy canucks won't fight to make English the official language by itself.
Just like the good ole USA refuses to make English it's official language.

A "small segment" is the 1% that speak aboriginal languages, which are arguably the "native" language of Canada.

In any country, you don't have to be able to speak the language like a native to understand road signs, especially the important ones (rules and warnings). Most of those have unique colors and shapes that are pretty much the same worldwide, for exactly that reason.
