I don't see the link to an LLB. It seems like the plate of a guy who has
to use a wheel chair with a sense of humor. (for those who don't know
it's a south park reference, or maybe I'm missing something having not
watched south park for ages wrt to the LLB link)

Yup, it's a Virginia license plate.  Although Maryland would be even
more appropriate.
